James Brainard, PLS
Principal and Public Survey Division Manager
As public survey division manager, James Brainard oversees the operation and delivery of all of R.E.Y.’s public survey projects. Jim has over 30 years of experience in the management and delivery of survey services for public infrastructure projects. He is a leader in the surveying community and in developing the geodetic reference network vision for Northern California. Before joining R.E.Y. in 2005, James served 13 years with Caltrans as chief of the North Region Office of Surveyors, where he was responsible for all survey projects and 150 personnel within three Caltrans districts and an overall operating budget of over $17 million. He has managed GPS and survey activities for large projects throughout North America and provided services for the Army Corps of Engineers Sacramento Valley Photogrammetry project, SAFCA Sacramento Area levee improvements and NW Interceptor Geodetic Control Network. Jim Brainard began his survey career with the U.S. Army Corps of Engineers as a geodetic surveyor, training at Ft. Belvoir, VA in 1983 and 1989, while serving with the Corps for seven years.
